Home Energy Assessment Program

Home upgrades like insulation, efficient heating systems, hybrid water heaters, and new windows can increase the comfort of your home and save you money on your energy bills.

The Environmental Center is working with Energy Trust of Oregon to help ensure access to Energy Trust incentives to communities who have historically been overlooked by Energy Trust programs, such as low to moderate income households, people of color, indigenous communities, people experiencing disabilities, and rural communities. We work with households in Central Oregon to complete free energy assessments of their homes and then help them access free or low cost energy upgrades.

Home Rx went above and beyond to upgrade, and insulate, the under home ducting. Previous owners left it a total disaster. AC coming through is now actually cold. Winter is going to be so much warmer.

How it Works

Working with ETO
  • Step 1: See if you qualify

    • You identify as a person of color, a person experiencing disabilities, a rural resident, or a person with low to moderate income*

    AND

    • You are a homeowner or renter in a single-family home, manufactured home, or multifamily residence with up to four units

    AND

    • You live in Oregon and heat your home with electricity or natural gas provided by Pacific Power or Cascade Natural Gas. If you get your electricity from Central Electric Coop (CEC) but heat your home with Cascade Natural Gas, you still qualify!
  • Step 2: Sign up

    Use the form on this page below or email satya@envirocenter.org for assistance.

  • Step 3: Free home assessment

    A home energy assessor from The Environmental Center will visit your home for a 30–60 minute walkthrough to learn how efficiently your home is using energy and identify areas for energy efficiency and comfort improvements.

  • Step 4: Recommendations

    Your home energy assessor will connect you to trusted contractors and help you navigate the process of installing recommended energy-saving home upgrades.

  • Step 5: Cost savings

    The Environmental Center will access Energy Trust of Oregon incentives to significantly lower, or potentially eliminate, the cost of your upgrades.

The Environmental Center is working with homeowners and renters to complete free energy assessments of their homes and then help them access free or low cost energy upgrades. Home upgrades like insulation, efficient heating systems, hybrid water heaters, and new windows, can increase the comfort of your home and save you money on your energy bills.
