Being a “welcoming city” did not protect our community\, Bend City Council must DECLARE Bend a City of Refuge and Sanctuary for immigrants from all countries. Bend City Council must align with Governor Brown and all state leadership to uphold sanctuary for immigrants\, and protect our cities from sanctions while protecting families from gross violations of civil rights.
